Quicken Error 1303 or 1321 When Installing Quicken

Quicken Errors 1303 and 1321 (and similar 4-digit errors) happen to Quicken from your Windows environment.

This error may occur if either the SYSTEM group or the Everyone group does not have Full Control privileges for the directory or file name mentioned in the error. For more information

Restart your computer and try to install Quicken again. If it fails with the same error, try the steps.

There are two possible solutions for changing permission settings for the System and Everyone group.
